Populate DEPLOYING and CONTRIBUTING files

Though the files were created during the original project setup, they have remained empty.

Now that the deployment process has been figured out, we should document it along with the contribution guidelines.

DISASTER_RECOVERY and MAINTENANCE are also empty.
